MILWAUKEE COUNTY DEPARTMENT OF FAMILY CARE
The Milwaukee County Department of Family Care (MCDFC) Managed Care Organization (MCO) meets all statutory requirements for a Family Care Governing Board, Wis. Stats. s.46.284 (6), including having a board that reflects the ethics and economic diversity of the geographic area served by the care management organization.

Membership of the Milwuakee County Department of Family Care Governing Board exceeds the requirement that at least one fourth of the members be representative of the client group or groups whom the managed care organization is contracted to serve or those client’s family members, guardians, or other advocates.
The composition of the Board is as follows:
Sam Akpan, PhD
Dr. Akpan was appointed to the Governing Board in 2006. He is retired from the City of Milwaukee Health Department as a Program Manager, Municipal Health Services Program Manager (MHSP). Previously he served as Chief Operating Officer of Federally Qualified Health Center (FQHC) providing care for Medicaid recipients. Dr. Akpan has a PhD in Urban Studies from UW-Milwaukee, Master’s Degrees-Civil Engineering and Economics from UW-Milwaukee and a Masters in Health Services Administration from Cardinal Stritch University. He received his Bachelors Degrees in Mathematics, Marquette University and English, Tusculum College. TN. He is a current member-American Public Health Association, Past President-Board of Directors, Health Care for the Homeless and Past Vice President Nigerian Community Association of Milwaukee.

E.B. Coleman was appointed to the Governing Board in 2012. He is currently the owner and Assistant Director of Prestigious Academy, an assisted living facility that offers residents independent living options and daily support services in Milwaukee County. He is also pursuing religious studies at the National Baptist Christina Education in Milwaukee, Wisconsin.

Joseph L. Entwisle
Joseph L. Entwisle was appointed to the Governing Board in 2012. Mr. Entwisle is currently employed as a Senior Policy Analyst for the Health & Disability Advocates Technical Assistance Center – the National Consortium for Health Systems Development. He is an International Certified Life Care Planner as well and holds a Masters of Science in Rehabilitation Psychology. Mr. Entwisle is very familiar with the Family Care program and the special needs of individuals with physical disabilities.

Ms. Jackson was appointed to the Governing Board in 2010. She has been active as a volunteer in the Greater Milwaukee Chapter of the American Red Cross since 1961, serving as National Chairman of Volunteers in 1988 and member National Board of Governors 1991. She continues to serve on a variety of committees and in leadership roles with the Red Cross. She gives generously of her time in the community, most recently as the Chair of the Milwaukee County Commission on Aging.

Supervisor Willie Johnson (13th District)
Supervisor Johnson was first elected to the Milwaukee County Board of Supervisors in 2000 and re-elected in 2004 and 2008. He has served on the Governing Board since 2004. He graduated valedictorian of his class at Lincoln High School and earned a bachelors degree in political science and economics from Northwestern University. Prior to his election, Supervisor Johnson worked for the Milwaukee County Department of Human Services- Financial Assistance Division and Child Welfare Division.
Supervisor Johnson is a member of many professional and volunteer organizations including, but not limited to - National Association of Black County Officials, NAACP, Milwaukee Urban League Guild, National Association of Social Workers, and Wisconsin Association of Equal Opportunity. Supervisor Johnson is a trained consultant and facilitator for the Nurturing Program and a trained AODA assessment counselor. In addition, he is a member of the National Low Income Housing Coalition and the National Fair Housing Alliance. Trained by the Homeownership Counseling Consortium, he is both a homeownership counselor and a homeownership educator. A volunteer of the Riverwest Development Corporation and the Milwaukee Local Initiatives Support Corporation, Supervisor Johnson serves on its Program/Executive Committee and Local Advisory Committee.
Supervisor Johnson currently serves as Chairman of the County Board Judiciary, Safety and General Services Committee and a member of the County Board Finance and Audit Committee and County Board Economic and Community Development Committee. He is appointed to the Bureau of Milwaukee Child Welfare Partnership Council, Milwaukee County Commission for Persons with Disabilities, Milwaukee County Community Justice Council Steering Committee, Milwaukee County Pretrial Services Advisory Board and the Wisconsin County Extensions Committees.
Jung Kwak, PhD, MSW
Dr. Kwak was appointed to the governing board in 2011. Currently an assistant professor at the Helen Bader School of Social Welfare at the university of Wisconsin-Milwaukee, Dr. Kwak has done extensive research in the field of aging. Dr. Kwak’s primary research areas focus on surrogate end-of-life care decision making and developing caregiver support interventions to facilitate informed decision-making and improve mental health outcomes among family caregivers. She teaches undergraduate and graduate courses on research methods and statistics. She was the principal investigator in a case study of the end of life coordination of care in the Wisconsin Family Care program in Milwaukee County. Dr. Kwak’s scholarly work on end-of-life care and caregiving has been published in journals including aging and society, American Journal of Nursing, The Gerontologist, and Journal of the American Geriatrics Society. Dr. Kwak received her Doctorate in Aging Studies from the University of South Florida and completed her post-doctoral training as a fellow at the Center on Age and Community, University of Wisconsin-Milwaukee.

Joanne M. Lipo Zovic, JD
Joanne Lipo Zovic was appointed to the Governing Board in 2011. She is an attorney in private practice and is a family member of an individual enrolled in the Milwaukee County Department of Family Care. Attorney Lipo Zovic brings to the board years of experience in estate planning and other legal matters including powers of attorney, wills as well as negotiations and mediation.

Paula K. Lorant
Ms. Lorant was appointed to the Governing Board in 2011. A retired Attorney, Ms. Lorant has extensive experience in advocating for people with disabilities and frail elders. Ms. Lorant has been an active participant in Disability Rights Wisconsin’s Family Care Advocacy Consortium. Most recently, Ms. Lorant was a Co-ordinator for the HELP Project (Helping Elderly with Legal Problems) at the Legal Aid Society of Milwaukee, Inc. where she represented low-income Milwaukee County residents age 50 and older, in civil and administrative matters, with an emphasis on public benefits and advanced directives; provided training on disability legal issue and powers of attorney to physicians, attorneys, lay advocates, and community organizations.

Ms. Rodriguez was appointed to the Governing Board in 2006. She is the Youth and Family Services Manager for the Housing Authority of the City of Milwaukee. She has volunteered with many organizations in the community and is currently a member of Latina Task Force of Milwaukee and the Felix Mantilla Little League Board. Ms. Rodriguez was named Volunteer of the Year 1992, 16th Street Community Health Clinic and Hispanic Woman of the Year 1989.

Peggy West was elected 12th District Supervisor in 2004 and, after being reelected in 2008, is serving her second term representing 50,000 residents on Milwaukee's south side. She currently serves as 2nd Vice-Chair on the Milwaukee County Board of Supervisors. Supervisor West also has the unique distinction of being the first Latino/Hispanic American to be elected to the Milwaukee County Board.
Supervisor West grew up in Milwaukee and graduated with a degree in Human Services from the Milwaukee Area Technical College. Prior to her election to the Board, Supervisor West worked for 10 years in the human service field.
Supervisor West is currently Chairwoman of the Health and Human Needs Committee and is a member of the Economic & Community Development and Finance & Audit Committees.
Active in her community, Supervisor West was named the 2004 Hispanic Woman of the Year by UMOS, Inc.
A committed believer in community service, Supervisor West volunteers for UMOS, Inc. and Mexican Fiesta and serves as a mentor at Notre Dame Middle School.
Supervisor West also serves on the Latina Resource Center Advisory Board, Sports Authority Planning Council, Health Care Policy Task Force, Milwaukee Center for Independence Board of Visitors, Kosciuszko Community Center Advisory Board and Esperanza Unida Board of Directors; she is Co-Chair of the South Side National Night Out Planning Committee as well as the Cesar E. Chavez Drive Advancement Committee. She also serves on the Executive Committee of the Milwaukee Democratic Party.
Supervisor West resides in the Walker's Point neighborhood and is the proud parent of three daughters.
Ms. Wolferstetter was appointed to the Governing Board in 2009. She is employed as Supervisor for the Work Adjustment Training Program at Goodwill Industries, Inc. where she is responsible for the overall operation of five areas of skill development for persons with barriers to employment. Previously, she served as the Senior Woman Administrator at Alverno College. Ms. Wolferstetter has worked as an advocate for ARC/Milwaukee as well as for Ranch Community Services. In May 2004 she was named Advisor of the Year, Alverno College Student Association and is a certified American Red Cross Instructor/Professional Rescuer. Ms. Wolferstetter earned her Bachelor of Arts in Sociology from UW-Parkside and her Master of Arts in Education from Alverno College.
